[swift-evolution] [Swift4] Priorities and Sugar

Where can we learn what affects the ABI? (Google, yes, but is there a highly respected document or article?)

Unless it's just something I'm not really familiar with, it might be helpful to detail what kind of changes would affect the ABI.
