[swift-evolution] [Review] Require self for accessing instance members

The Swift Evolution Process states "continue to refine the proposal on the
evolution mailing list" which is indeed very vague.
I suggest a proposal should contain *all* pros, cons, alternative
approaches, concerns from the mailing list discussion along with examples
for each of them.
Community votes should not be part of the proposal itself but appear solely
in the mailing list.
The likely issue is that the proposal was submitted for review way too
early while the discussion as still hot.
The Swift Evolution Process states that it should be submitted for review
after addressing feedback from the discussion.
