[swift-evolution] Swift phases and mis-timed proposals

Oh! I was unclear… The discussions themselves were what’s valuable. The only reason they were off-list was to avoid spamming the list with premature ideas. Given the choice, I’d prefer to have them in an official “off-topic”/“sounding board”/whatever area.
