[swift-evolution] [Review] SE-0122: Use colons for subscript declarations

-1 from me. Getter subscipts are closer to functions, where name is
`subscript`.
Of course, they are called with brackets, but they are still a kind of
functions, and when we assign them to function variables, they get type
that matches their declaration.
