[swift-dev] Master is now locked until Jan 3

Hi All-

I’ve locked down the swift, swift-package-manager, swift-llbuild, swift-corelibs-foundation, swift-corelibs-dispatch repos.  There will be sporadic CI outages in the next day or so while we fix some issues with the server, after which pull request testing will again be available.
