[swift-corelibs-dev] f8c3fe6c breaks on Darwin

Enabling libdispatch seems to break the tests on Darwin because DEPLOYMENT_ENABLE_LIBDISPATCH is not added to the XCode project build flags (both for the C/Swift compilers).
