[swift-users] SwiftPM test-only dependencies

Hello!

I’ve found that this <https://github.com/apple/swift-evolution/blob/master/proposals/0019-package-manager-testing.md#test-only-dependencies> proposal says about test-only dependencies and what this mechanism already available in SwiftPM. 
But Target.Dependency allows only other target as a dependency.
Does anyone know something about this feature?
