[swift-users] Swift 3.0 and Xcode 7.3.x

Ouch!  Good point.  
I forgot that even the toolchain “snapshots” from the Swift team aren’t official Apple releases.
Hope my Xcode 8 on El Capitan issues get fixed soon.
