This looks like an earlier version of Johannes' code (probably from https://lists.swift.org/pipermail/swift-server-dev/Week-of-Mon-20170320/000329.html <https://lists.swift.org/pipermail/swift-server-dev/Week-of-Mon-20170320/000329.html>).  I was working off the April 5th version. (The one with "HTTP API Sketch v2" in the subject from https://lists.swift.org/pipermail/swift-server-dev/Week-of-Mon-20170403/000422.html <https://lists.swift.org/pipermail/swift-server-dev/Week-of-Mon-20170403/000422.html>).

Do we need to start with the March version?
