[swift-evolution] [Proposal] Change Void meaning

Just adding this here for reference:
func foo(_: Void) {}
func bar() {}
// All these compile in Swift 3:
foo()
foo(())
bar()
bar(())
// But only these two compile in Swift 4:
foo(())
bar()
