[swift-evolution] [Review] SE-0169: Improve Interaction Between private Declarations and Extensions

+1 from me. This will solve the great majority of cases where “fileprivate” is currently needed, and will facilitate the common use case of splitting a type’s implementation into multiple extensions.

My only wish is that it applied to extensions in the same *module*, rather than the same *file*, so that we could use it to break up those obnoxious 3,000-line files that can result from having to squish everything into a single file. Compared to the status quo, however, this is an improvement.
