[swift-evolution] SPM - Set 'Defines module' to 'yes' by default

When generating an xcode project with the SPM, the “Defines module” option is not set.

Would it be possible to always set this option to ‘yes’ by default in the next release?

This would make it easier to create modulair frameworks for inclusion in (other) Xcode projects.
