[swift-evolution] Strings in Swift 4

So, not to be “that guy”, but does anyone recall what the status of the
actual *String* revamp for Swift 4 currently is?

There was a lot of good discussion on the matter, and I want to make sure
it hasn’t gotten lost or dropped.
