[swift-evolution] Addressing Closure Parameter Regression

In his update and commentary on SE-0111: Remove type system significance of function argument labels (https://lists.swift.org/pipermail/swift-evolution-announce/2016-July/000233.html <https://lists.swift.org/pipermail/swift-evolution-announce/2016-July/000233.html>), Chris Lattner outlined a plan to "restore the expressive capability of closures with parameter labels”.

Is that something that is in scope for phase 1 of Swift 4 or is planned for phase 2?
