[swift-evolution] [SHORT Review] SE-0132: Rationalizing Sequence end-operation names

My suggest:

* Change removing to exclude. For exam, S.excludeFirst
* Keep shorthand for first and last element
* Change pop to removeXXXCheck. For exam, C.popFirst =>C.removeFirstCheck
