[swift-evolution] Dropping Comparable requirement for indices

What about dropping all requirements on indices? Collections will handle
comparison of their indices, as well. These methods will be
default-implemented in case Index is actually Comparable.
With this change, ranges really become pairs of indices that mean nothing
without their collection. But I don't think this is somethng catastrophic.
