[swift-evolution] [Deferred] SE-0026 Abstract classes and methods

What about the enhanced #if directives? I really want to see those happen, specifically the Evan Maloney canonical
suite (Apple Platform, common UIKit platform, debug/release, simulator/physical, test-supporting) +
Darwin-support.
