[swift-evolution] [Administrative] Update proposals with Accepted/Rejected status

Hi All.

I’ve noticed that when proposals are accepted or rejected, there is nothing inside the proposal that indicates it.

Also, it would be nice if the blurb in the announcement email (like this one: http://article.gmane.org/gmane.comp.lang.swift.evolution/7735) was put into the proposal to provide further clarification and prevent future rehashing of a subject.

I can also take care of this as part of the newsletter editing if you like.
