[swift-evolution] [swift-build-dev] [Review] SE-0038 Package Manager C Language Target Support

I haven't had time to read this yet but I do have a question. You mention
C++ here but that is explicitly not a Swift 3 feature, right? Is this just
part of the groundwork for C++ support?
