[swift-evolution] Epic: Typesafe calculations

To be honest, "non-type generic parameters" were plant as the final step in the whole topic — they would not only help with units, but also give us safe vector math. Just avoid the "T"-word and the language boost was written for; those can trigger unwanted reflexes ;-)
