[swift-dev] [Swift CI] Build Failure: OSS - Swift Package - Ubuntu 16.04 (swift 4.0) #370

This is not related to my change AFAICT.  We've seen odd  crashes in this test before.  At one point I tried to modify the test to get more info from it (https://github.com/apple/swift/pull/11896).  Maybe I should revive that.
