[swift-dev] Updating stable branch to swift-4.1-branch: scheduled for Thursday, Aug. 3

This is done now. It might take a little while for the bots to catch up.

Reminder: You should completely remove your entire build directory, including LLVM, when you pick up these changes. Incremental builds will almost certainly not go well.
