[swift-dev] Debian/Ubuntu Package

Ok as a start eack lib has to be its own debian pkg. I have done a few and planned to look into it once I had some free time.

They have to be done in proper order lib 1/2/3 so that if libe 1 is needed by lib 2 it is there for lib2 to build
