[swift-dev] Could not find a package configuration file provided by "Clang"

It is partially my fault TBH. I still need to bump the version check in CMake. We run into a JIT failure when I do this on Linux I believe due to the way ELF forwards symbols (and my needing to work around it).

I have not had the time to fix it. = /.

If that was set, you would have gotten a nice error saying you needed to upgrade your cmake.
