[swift-dev] [Swift CI] Build Still Failing: 0. OSS - Swift Incremental RA - Ubuntu 15.10 (master) #6203

This failure is not related to my revert (although if it broke in the last hour or so could have been hidden because we failed before we got to the Foundation tests).

Philippe, any idea what this is?
