[swift-dev] CI upgrade still in progress

Hello All-

The CI upgrade and source push-back is taking longer than expected as we work through a couple issues.  We hope to have things sorted out soon, but I do not have an exact ETA for when things will be back up.  I will send a status update to the list if it looks like this will stretch out significantly, or when everything is back up.
