[swift-dev] CoreFoundation for Windows

Yes, CoreFoundation is part of iTunes for Windows and other Apple products on Windows (although the version that ships with those is older than this one, so it’s possible that the CF in swift-corelibs-foundation is not 100% compiling on Windows itself right now).
