[swift-dev] please assign GitHub milestones for pull requests for swift-3.0-preview-1

Hi everyone,

For pull requests to swift-3.9-preview-1, when you create them please also put them on the “Swift 3.0 Preview 1” milestone.  If they are on the swift repository, please assign them to me, and for other repositories to the corresponding release manager.
