[swift-dev] test-repl-glibc failure

I can confirm that the moving the glib REPL test to XFail does allow a
cleanroom build to succeed on my server, as well confirm that import Glibc
in the REPL fails with the error reported at
https://bugs.swift.org/browse/SR-1109.
