I am working on the following:

FAIL: Swift :: 1_stdlib/StringDiagnostics.swift
FAIL: Swift :: 1_stdlib/StringDiagnostics_without_Foundation.swift
...and looking at converting String.XxxxIndexes to the new index style
while maintaining existing public API.
