[swift-dev] expanding Swift commit access

Today we’re expanding commit access to non-Apple contributors:

  https://swift.org/blog/swift-commit-access/ <https://swift.org/blog/swift-commit-access/>

The general policy:

"If you would like commit access, please send an email to the code owners list with a list of 5 non-trivial pull requests that we accepted without modifications.”

I have reached out to three contributors already letting them know they have direct commit access.  The Core Team is looking forward to expanding that privilege to others.
