[swift-dev] `@swift-ci Please test` not working for swift-corelibs-foundation

Hi Philippe, 

Support for testing pull request on swift-corelibs-foundation has been add. 

https://github.com/apple/swift-corelibs-foundation/pull/253

Known issue: if you comment a pull request and it does not trigger in 5mins please re-comment on the pull request with supported comment. 

Comment supported: 

@swift-ci Please test 
@swift-ci Please test Linux platform
