[swift-dev] Building on Fedora

Works for me. I'll look into the LLDB bug.

I've created some buildbot Docker containers:
https://github.com/eosrei/docker-swift-dev-buildbot
if someone wants to build a snapshot on Fedora (or Ubuntu for that matter):

cd /path/to/swift
docker run --name swift-f23 -v $PWD:/src -v $PWD:/output
eosrei/swift-dev-buildbot:fedora23
docker run --name swift-15 -v $PWD:/src -v $PWD:/output
eosrei/swift-dev-buildbot:15.10

When needed, the Fedora dnf package requirements are listed in the
Dockerfile:
https://github.com/eosrei/docker-swift-dev-buildbot/blob/master/fedora/23/Dockerfile
