Such package decomposition may be appropriate in some cases, but should be done based on what makes sense from a conceptual standpoint and not because the Swift Package Manager doesn't allow the author to express their intent.</p><p style="box-sizing: border-box; margin-top: 0px; margin-bottom: 16px; color: rgb(51, 51, 51); font-family: -apple-system, BlinkMacSystemFont, 'Segoe UI', Helvetica, Arial, sans-serif, 'Apple Color Emoji', 'Segoe UI Emoji', 'Segoe UI Symbol'; font-size: 16px; background-color: rgb(255, 255, 255);" class="">For example, consider the package for a component that has both a library API and command line tools.
