[swift-build-dev] SwiftPM XCS setup

First bot which builds OSS SwiftPM is live on https://pacman.apple.com/xcode <https://pacman.apple.com/xcode> , It will trigger an integration on every commit.

Right now I've put latest toolchain from swift.org <http://swift.org/> but it needs to be automated to update the toolchain.
I can either add a bot which checks and install new toolchains before every integration or create a bot which does the same every day or so. Which do you think makes more sense?

I'll setup another bot which builds and tests SwiftPM from stash but what swift is that support to use? Will using OSS toolchain on it be ok?

For automerging to active train branch, once a stash SwiftPM integration passes it can merge the commits to that branch (which will trigger another bot to test that branch).
