[swift-build-dev] [build debug.yaml] The changes occurred by executing the "quote" method

Thank you so much for explaining it in detail.

I'm sorry that I had misunderstood what SwiftPM requires, and it's not
related to the changes occurred by executing the "quote" method.

I cannot try that now, so I'll try later.
