[swift-build-dev] Name from Swift Package Manager

Personally, I’ve been using SPM everywhere, and that’s been the terminology we’ve used in CocoaPods too.
I've seen Daniel Dunbar <https://twitter.com/daniel_dunbar> call it swiftpm on twitter a few times, same with Max Howell <https://twitter.com/mxcl/status/684514808406740992> - so I assume that is the internal lingo.
